Mayflower Virginia publishes Northern Virginia basement bathroom costs of $10,000–$18,000 for a half bath, $18,000–$30,000 for a full bath with a shower, and $25,000–$40,000 with a tub, and about $2,500–$5,000 per egress window. These are one contractor's published ranges, not Real Elite quotes. In Loudoun, a basement bedroom needs a compliant emergency escape opening (Loudoun typical finished basement details), and new plumbing fixtures need a plumbing permit (Loudoun Finished Basements).
Most of a finished basement is framing, drywall, flooring, and trim. Two parts behave differently. The bathroom depends on where the drains are and how deep the sewer line runs. A bedroom depends on a window that meets code, which usually means cutting the foundation. Get those two right first and the rest of the lower level is easier to plan and price.
This guide covers homes in Ashburn, Leesburg, and nearby Loudoun communities. It uses published figures and county documents checked September 27, 2026. Powder room, full bath, or a bedroom suite
Name the room before you price it:
- Powder room: a toilet and sink. The smallest plumbing scope, and no effect on egress.
- Full bath: adds a shower or tub, which means more drain work, waterproofing, and ventilation.
- Bedroom with a bath: the bath plus a sleeping room, and the sleeping room is what triggers the emergency escape requirement.
A basement "guest suite" with a bed in it is a bedroom as far as the escape rules go. Decide early whether anyone will sleep down there.
What the published numbers say
Mayflower Virginia's Northern Virginia basement guide, published July 9, 2026, lists bathroom costs as:
- Half bath: $10,000–$18,000
- Full bath with shower: $18,000–$30,000
- Full bath with tub: $25,000–$40,000
It gives about $2,500–$5,000 per egress window in Northern Virginia and says an egress window is required for any legal bedroom below grade.
National figures cover some of the same scope:
- Fixr, updated January 22, 2026, puts the cost to add a bathroom in a basement at $10,000–$60,000.
- HomeAdvisor's ejector pump guide, updated June 20, 2026, reports $850–$3,500, with an average of $2,300.
- HomeAdvisor's egress window guide, updated June 17, 2026, reports $2,723–$5,877, with most homeowners spending around $4,229. It lists $500–$1,000 for the window well and $1,500–$3,000 per window for excavation.
These are separate publishers with different scopes, and none is a Loudoun average. Don't add Mayflower's bathroom figure to a national egress figure and call it a budget. Use them to see which parts of the job carry the money, then get one estimate that prices your basement.
What sets the bathroom price
Where the drains are. Some basements have a capped bathroom rough-in from the original builder. Confirm what is actually there. A rough-in in the wrong spot for your layout can cost nearly as much as none at all.
Above or below the sewer. If the fixtures sit lower than the main sewer line, wastewater has to be pumped up. That means a sewage ejector pit or an upflush system, and it is a line item worth asking about by name.
Breaking the slab. New drain lines under the floor mean cutting and patching concrete. Moving a shower a few feet can change the price more than the tile does.
Ventilation and layout. Loudoun's typical finished basement details say a bathroom needs an exhaust fan vented to the outside unless it has 3 square feet of openable window. Shower compartments must be at least 30 by 30 inches.
Ceiling height. The same county details give a 7-foot minimum ceiling for habitable space. They allow lower clearances under beams and ducts, and in bathrooms and halls. Measure under the ductwork before you draw the shower.

Egress for a basement bedroom
Loudoun's typical details say every sleeping room needs at least one operable window or exterior door approved for emergency escape or rescue. The dimensions on the county drawing are:
- Clear opening height: 24 inches minimum
- Clear opening width: 20 inches minimum
- Sill height: 44 inches maximum above the floor
The Loudoun drawing labels the net clear opening as 5 square feet. Fairfax County's typical details, based on the 2021 Virginia Residential Code, list 5.7 square feet. Fairfax also requires a window well of at least 9 square feet, and a permanent ladder or steps when the well is deeper than 44 inches. Virginia's 2021 building code has been in effect since January 18, 2024, according to the state housing department. Plan to the larger figure and confirm with the Loudoun reviewer.
Fairfax's details also note that an escape opening is required in basements of houses built after October 1, 2003, and in every basement bedroom whatever its age. Ask the reviewer whether the same applies to your Loudoun house.
Check the existing windows against those numbers. If none qualifies, the usual answer is a larger opening cut into the foundation, with a well outside. That is an exterior change, so the HOA question applies (see below).
The Loudoun permit path
The county's Finished Basements page sets the route:
- Typical details or full plans: Some basements can use the county's typical details instead of drawings. Altering a load-bearing wall, exterior wall, beam, or post rules that out. Full plans must show each bedroom's escape window: sill height, opening size, and window well size.
- Fees: 1% of construction cost, excluding electrical, mechanical, plumbing, and gas, with a $65 minimum. Add $130 for plan review when full plans are needed. A personal kitchen adds a $165 zoning permit fee.
- Trade permits: The county requires a plumbing permit for all plumbing fixtures and appliances, and separate electrical, gas, and mechanical permits for that work.
Real Elite does not take electrical work, so a separately licensed electrician carries that permit. Ask every bidder to say which licensed trade pulls each permit. The county's permit FAQ says a contractor must be properly licensed to obtain a permit, and the property owner signs the application either way.
Leesburg, Purcellville, and Ashburn
Inside a town. The county requires an approved town zoning permit with the building application for property inside an incorporated town. Purcellville says you must receive a town zoning permit before the county issues a building permit. For a finished basement, the town also requires a residential occupancy permit with an inspection, and a signed basement backflow statement.
Leesburg. The Town of Leesburg's community development FAQ says a town zoning permit is required for interior alterations such as finishing a basement, with a drawing of the new improvements. Loudoun County then reviews the building code for the town.
Leesburg addresses. Many homes with a Leesburg mailing address, including Lansdowne, are outside town limits. Check the parcel's jurisdiction before you assume town zoning applies.
Ashburn. Ashburn is unincorporated, so the county permit is the building approval. Your HOA matters when the outside changes. A new egress well or areaway is an exterior change. See our HOA approval guide for Brambleton, Lansdowne, and Ashburn Farm.
What this guide won't give you
A single per-square-foot price for a finished basement with a bathroom. The bathroom and the egress window don't scale with floor area, and a rate that ignores them will be wrong in one direction or the other.
Frequently asked questions
Can I skip egress by calling the room an office?
The county reviews the room uses shown on the plans. A room that is used for sleeping should be built as a bedroom, with the escape opening. That protects the people sleeping there, and it keeps the house's records accurate when you sell.
Do I need a pump for a basement bathroom?
Only if the fixtures sit below the sewer line. A plumber can tell you by checking the depth of the main line and any existing rough-in.
Is a basement bathroom worth adding?
That depends on how you will use the space. We won't quote a resale percentage for it. Decide based on who will use the lower level and how often.
