EA Home Design’s published Loudoun ranges include $80,000–$150,000 for a bump-out, $150,000–$300,000 for a family room or kitchen extension, and $250,000–$500,000 for a second story. These are one firm’s design-build benchmarks, not Real Elite quotes. Before setting a budget, confirm the lot constraints, structural scope, town or county approvals, and any well-and-septic review.
Adding space is a decision about the lot as much as the room. Before comparing floor plans, establish where construction could fit, how the new space would connect to the existing house, and which approvals the parcel needs.
A project in Ashburn or Leesburg may have different constraints from one in Purcellville or Middleburg. Use the actual property records and a site assessment rather than assuming the town name predicts the conditions.
Published Loudoun construction ranges
EA Home Design's Loudoun addition guide, checked September 27, 2026, lists these design-build benchmarks:
- Bump-out: $80,000–$150,000
- Main-level family room or kitchen extension: $150,000–$300,000
- Main-level bedroom and bath suite: $180,000–$350,000
- Room over the garage: $120,000–$220,000
- Second story: $250,000–$500,000
The publisher says its ranges include design, engineering, permits, and inspections. They represent that firm's described scopes, not a county survey or Real Elite pricing. Ask any bidder to identify its own inclusions and exclusions; do not add generic line-item allowances on top of a figure that may already include them.

What needs an answer before a firm estimate
The property: obtain the plat and identify the proposed footprint. Ask the relevant authority to confirm setbacks, easements, and any historic or other overlay review. Do not work backward from a room size that the lot cannot accommodate.
The connection: have the proposed opening, roof connection, and support strategy assessed. An estimate should identify the design assumptions still awaiting professional confirmation.
The contents: separate the new shell from the kitchen, bathroom, built-ins, or other room fit-out. Two similarly sized additions can contain very different work.
Existing systems: determine what can serve the new space and what needs separate assessment. Real Elite does not take electrical work; identify the appropriately licensed electrical provider before assigning that scope.
Access and occupation: discuss material deliveries, access to the rear yard, temporary protection, and which existing rooms would be affected. Record those assumptions so each estimate describes the same job.
County fees and the application
Loudoun County's Residential Additions and Alterations page publishes:
- 1,000 square feet or less: $395, including building permit, plan review, and county zoning
- More than 1,000 square feet: Building fee of 1% of construction cost, plus $335 plan review and county zoning
Trade permits are separate. The county requires a plat for additions, detailed structural plans, and approved town zoning for property inside an incorporated town. It classifies screened porches as additions. For a well-and-septic property, contact the Health Department before applying; adding a bedroom specifically requires its approval.
Verify the final fees against the application. The county's payment guidance says permitting fees are invoiced at intake and must be paid before review begins.
Association approval and scope responsibility
If an association governs the property, obtain the current requirements before making non-returnable exterior selections. The HOA approval guide gives starting points for Brambleton, Lansdowne, and Ashburn Farm.
Confirm that each contracted provider holds the license classification appropriate to its actual work. A cost article does not establish authorization for a particular structural scope. Ask the proposed team to identify responsibility for design, permits, construction, and inspections in writing.
Frequently asked questions
Is finishing the basement a comparable alternative?

Can I set the start date from a county review target?
A review target does not include every design, association, trade, or procurement step. Build the project schedule from the actual approvals and scope rather than treating a permit target as a promised construction date.

The plat, any existing plans, association details, well-and-septic records if relevant, and a short description of why the existing rooms no longer work.
