Real Elite Contracting finishes Leesburg lower levels — family rooms, a bath, or an in-law suite when the floor plan and egress allow it. We work the Town and western Leesburg first. A Leesburg mailing address is not Town of Leesburg limits: Lansdowne and River Creek often carry a Leesburg address and sit in unincorporated Loudoun. We check the parcel before we file.

Inside Town limits the order is fixed. The Town's published home-improvement table treats interior or basement finish-out as Town zoning (typically without engineering review) plus a Loudoun County building permit. The county will not release the building permit until Town zoning is approved. County work has two paths: Typical Finished Basement Details in lieu of custom drawings, or a complete plan set. Typical cannot be used if the job alters a load-bearing wall, an exterior wall, a beam, or a column. A bedroom needs an emergency egress window — sill height, opening size, and window-well dimensions go on the plans — and that opening is exterior work. In the H-1 Old and Historic District it also needs a Certificate of Appropriateness.

Outside Town limits, county building and zoning run through LandMARC. HOA review usually applies only if we cut a new window or door. Published Typical fees are 1% of construction cost excluding electrical, mechanical, plumbing, and gas, with a $65 minimum; full plans add a published $130 plan review fee. A kitchen in the basement adds a published $165 county zoning fee. Trade permits are separate. Moisture comes first: perimeter check, sump if one exists, vapor control under the finish floor. We do not publish invented basement price bands.

What you get is the paperwork product: Town or unincorporated county, Typical vs full plans, and whether a COA is in play. We prepare the Town eTRAKiT zoning set and the county LandMARC building set. County inspections run in published order — trade rough-ins before building framing, insulation before cover, then finals. We install to the Virginia Uniform Statewide Building Code and the approved Typical Detail or stamped plans, and document each inspection.
