Mayflower Virginia publishes Northern Virginia basement tiers of $55,000–$65,000 essential, $85,000–$110,000 premium, and $150,000–$300,000 or more luxury. These are one contractor’s planning ranges, not Real Elite prices or a Loudoun County average. For Ashburn and Leesburg, establish the room uses, moisture condition, bathroom scope, and permit path before comparing estimates.
Finishing a lower level starts with the house you already have. Ceiling obstructions, access, existing plumbing, and the condition of the space all belong in the first conversation, before a bar or theater is drawn into the plan.
This guide uses published contractor ranges checked September 27, 2026, plus Loudoun County's permit guidance. It applies as planning context for Ashburn and Leesburg; it does not describe a completed Real Elite project or offer a fixed-price package.
Published Northern Virginia ranges
Mayflower Virginia's basement guide separates its budgets into these tiers:
- Essential: $55,000–$65,000
- Premium: $85,000–$110,000
- Luxury: $150,000–$300,000+
The same source gives a separate example of a 1,000-square-foot basement with one bathroom starting around $115,000–$165,000. That example does not describe every project in its tier table. Do not multiply a generic starting rate by your floor area and assume the result includes a bathroom or custom features.
For comparison, Denny + Gardner describes an overall labor-and-materials range of about $50,000 to upward of $100,000 for an upscale renovation, with waste disposal, equipment, design, and permits as other budget considerations.
The sources use different scopes and exclusions. A low figure from one and a high figure from another do not form a new, verified local range. Ask for a project-specific estimate and use the investment guide to frame your priorities.
Decide what each room needs to do
An open recreation room, guest bedroom, bath, and entertaining area should each appear separately on your wish list. Mark the non-negotiable uses and the features that can be deferred. That makes it easier to compare alternatives without losing the purpose of the project.
Before pricing finishes, ask the person assessing the basement to document:
- Visible moisture concerns and any investigation needed before covering walls or floors.
- Ceiling heights and obstructions along the proposed circulation routes.
- Existing bathroom rough-ins and what has actually been verified about them.
- Storage and access around equipment that must remain serviceable.
- The proposed bedroom's emergency escape arrangement.
- The trade work needed for each room, with provider responsibilities identified.
Real Elite does not take electrical work. Include the separately licensed electrical provider's scope in your overall planning so that comparing remodeling estimates does not leave that part unaccounted for.

Loudoun's published basement fees
The county's Finished Basements page publishes these fees:
- Typical Finished Basement: 1% of construction cost excluding electrical, mechanical, plumbing, and gas; $65 minimum
- Basement with plan review: Same calculation and minimum, plus $130 plan review
- Personal kitchen: Additional $165 zoning permit fee
Trade permits carry separate fees. The typical-detail option cannot replace plans where the work alters a bearing wall, exterior wall, beam, or column/post. Complete plans identify room uses and the bedroom egress-window information. Properties in incorporated towns require approved town zoning with the county application.
Confirm eligibility and the final invoice with the county. Its fee payment page says fees are now invoiced at intake, while the basement page retains older payment wording. Follow the instructions for your application.
Ashburn and Leesburg planning questions
Does a Leesburg address always mean town zoning?
Confirm the parcel's jurisdiction. The county's town-zoning instruction applies to property within an incorporated town, not simply to the postal city on an address.
Can a basement bedroom use the existing window?
Have the proposed escape arrangement checked against the applicable requirements before calling the room a bedroom. An existing window's presence alone does not establish compliance.
Does the HOA matter for an indoor project?
Confirm your association's rules. A new window well, exterior opening, or walkout should be reviewed as an exterior change; see the HOA approval guide.
