Real Elite Contracting builds Leesburg additions — a bump-out, a single room, a second story when the structure allows it, or a screened porch. Loudoun publishes a screened porch as a residential addition, not a Typical Deck. We work the Town and western Leesburg first. A Leesburg mailing address is not Town of Leesburg limits: Lansdowne and River Creek often carry a Leesburg address and sit in unincorporated Loudoun. We check the parcel before we file.

Inside Town limits the order is fixed. The Town's published home-improvement table treats home additions and expansions as Town zoning plus engineering review, then a Loudoun County building permit. The county will not release the building permit until Town zoning is approved. The county set needs a plat (house, addition location, distances to the sides and rear) and a comprehensive structural plan. Published county fees: $395 at or under 1,000 square feet (building, plan review, and county zoning bundled); over 1,000 square feet, 1% of construction cost plus a $335 plan review fee plus county zoning. Trade permits are separate. If the addition adds a bedroom on well and septic, Health Department approval comes before the county application.

If the parcel is in the H-1 Old and Historic District, the addition needs a Certificate of Appropriateness. Outside Town limits, county building and zoning run through LandMARC. A county permit is not HOA approval — we file the association packet in parallel. Environmentally sensitive lots and conservation easements can add review; we check those before we lock the design. We do not publish invented addition price bands or a completed Leesburg project count we cannot show.

What you get is the paperwork product: Town or unincorporated county, the published fee path, and whether a COA is in play. We prepare the Town eTRAKiT zoning set and the county LandMARC addition set. County inspections for additions: footing, foundation, framing, insulation, and final, plus trade rough-ins and finals. Approved plans stay on the job. We install to the Virginia Uniform Statewide Building Code and the stamped plans, and document each inspection.
