A Leesburg mailing address is not Town zoning: Lansdowne and River Creek sit in unincorporated county and have their own pages. Exterior work in the Old and Historic District goes through the Town Board of Architectural Review. Inside town limits, town zoning is approved before Loudoun County issues the building permit. Permits and scope

Inside Town limits the order is fixed. The Town's published home-improvement table treats interior or basement finish-out as Town zoning (typically without engineering review) plus a Loudoun County building permit. The county will not release the building permit until Town zoning is approved. County work has two paths: Typical Finished Basement Details in lieu of custom drawings, or a complete plan set. Typical cannot be used if the job alters a load-bearing wall, an exterior wall, a beam, or a column. A bedroom needs an emergency egress window — sill height, opening size, and window-well dimensions go on the plans — and that opening is exterior work. In the H-1 Old and Historic District it also needs a Certificate of Appropriateness.
Outside Town limits, county building and zoning run through LandMARC. HOA review usually applies only if we cut a new window or door. Published Typical fees are 1% of construction cost excluding electrical, mechanical, plumbing, and gas, with a $65 minimum; full plans add a published $130 plan review fee. A kitchen in the basement adds a published $165 county zoning fee. Trade permits are separate. Moisture comes first: perimeter check, sump if one exists, vapor control under the finish floor. We do not publish invented basement price bands.

These are one contractor's planning ranges, not Real Elite prices or a Loudoun County average. Denny + Gardner describes an overall labor-and-materials range of about $50,000 to upward of $100,000 for an upscale renovation, with waste disposal, equipment, design, and permits as other budget considerations. The sources use different scopes and exclusions. A low figure from one and a high figure from another do not form a new, verified local range.
Real Elite does not take electrical work. Include the separately licensed electrical provider's scope in the overall plan so a remodeling estimate does not leave that part unaccounted for.
Most basements are, but moisture history matters. We'll do a no-cost assessment before quoting — looking at the perimeter, sump pump performance, any prior water intrusion, and ceiling height. If something needs to be addressed first (drainage, waterproofing, structural), we'll tell you up front.
If you're adding a bedroom, code in WV/MD/VA requires an egress window. Even if you're not, egress windows transform a basement by adding natural light. We coordinate the install — including window-well drainage — as part of the project.
Yes. Both are common adds. Bathrooms require either an existing rough-in or a macerating/up-flush install. Wet bars are simpler. We'll cost them out separately so you can see what each addition contributes to the total.
Yes — proper rim joist insulation, perimeter wall insulation, and an HVAC extension (or independent zone, depending on your system) keep finished basements comfortable year-round. We don't cut corners on insulation.
